WHEREAS consultations for the project to modernize the regulatory framework for water environments, including flood-prone areas, and for flood protection works ended on October 17, 2024;
WHEREAS many citizens in the Communauté métropolitaine de Montréal have learned that their homes will now be in flood-prone areas, even if they have never been affected by flooding;
WHEREAS many citizens in other regions of Québec are still unaware that they will be living in a flood zone;
WHEREAS the proposed changes will have a major impact on the value of their homes, their insurability, and the possibility of renewing their mortgages;
WHEREAS the Public Protector (Québec Ombudsman) has received complaints alleging errors in the new mapping;
We, the undersigned, ask the Government of Québec to postpone the adoption of the regulations and to maintain consultations until all preliminary maps have been unveiled to citizens, and to put in place a simple and accessible process for revising the mapping of flood-prone areas and mobility.
