WHEREAS hundreds of people are killed and injured each year in collisions involving people whose ability to drive is impaired by alcohol or drugs; 

WHEREAS every life lost is irreplaceable;

WHEREAS the majority of Quebecers support stricter penalties to deter alcohol-impaired driving;

WHEREAS, as early as 2010, the Institut national de santé publique du Québec recommended that the legal limit for a driver’s blood alcohol concentration (BAC) be reduced to 50 mg of alcohol per 100 ml of blood (0.05); 

WHEREAS all Canadian provinces and territories, except Québec and Yukon, impose fines and other administrative measures and penalties for drivers with a BAC between 0.04 and 0.05 (i.e., lower than the criminal limit of 0.08);

WHEREAS the estimated annual compensation and social costs of alcohol-related collisions in Québec are approximately $400 million;

We, the undersigned, ask the Government of Québec to:

• amend the Highway Safety Code to impose immediate administrative measures and penalties starting at a BAC of 50 mg of alcohol per 100 ml of blood for all drivers, except those already subject to stricter restrictions;

• step up awareness initiatives aimed at the Québec population;

• increase police checkpoints to ensure compliance with the law.
