WHEREAS the Société de l’assurance automobile du Québec (SAAQ) has a series of criteria in place which can be found in the Guide d’organisation d’une brigade scolaire adulte to ensure the safety of Québec students in school zones;
WHEREAS, in the same guide, the SAAQ considers pedestrians aged 12 and up to be adult pedestrians;
WHEREAS multiple studies, including one from the Montreal Children’s Hospital, have shown that pedestrians aged 12-17 are more at risk of being injured than those younger than 12;
WHEREAS some students in Québec high schools are the age currently mentioned in the eligible population in the Guide d’organisation d’une brigade scolaire adulte;
WHEREAS the government encourages families to choose healthy and ecofriendly methods to get to and from school;
WHEREAS the ministère des Transports et de la Mobilité durable must fulfill its obligations to ensure safe and equitable school zones in the province of Québec;
WHEREAS concrete measures are needed to ensure the safety of all Québec children as they travel to and from school;
We, the undersigned, ask the Gouvernement du Québec, to take immediate action to make high schools eligible for a crossing-guard should they meet all other current criteria, to ensure the safety of all high school student-pedestrians.
