WHEREAS mixed bank foster families do not always obtain the adoption of the child entrusted to them, since the court may instead order placement until the age of majority, or guardianship;

WHEREAS these children are placed in order to benefit from a stable and secure setting;

WHEREAS it is essential to foster the attachment of these children to their new family, while also ensuring they have rapid access to educational childcare services to develop social skills and autonomy;

WHEREAS spaces in early childhood centres (CPEs) and subsidized daycares are limited, and the program reserving places for vulnerable children no longer allows the DPJ to directly refer children, this responsibility having been transferred to CISSSs and CIUSSSs through CLSCs;

WHEREAS, despite access to parental leave for adoption, certain foster families cannot return to the labour market due to the lack of subsidized spaces, and resorting to non-subsidized daycare incurs significant fees without eligibility for the tax credit for childcare expenses;

WHEREAS children placed under guardianship or placed until the age of majority are not eligible for the tax credit, thereby limiting their access to essential services such as specialized day camps;

We, the undersigned, ask the Gouvernement du Québec to amend the Taxation Act so that these families become eligible for the tax credit for childcare expenses.
